Become a VERA User

Become an End User

  1. If you do not already have a MiLogin account, create a Milogin ID. For instructions to create MiLogin Account, click here.
  2. Subscribe to the Vital Events Registration Application (VERA) in MiLogin
  3. After access approval is granted, log into your MiLogin account and the VERA application to download and complete your security agreement.
  4. You will then need to follow the steps to create your profile using the profile builder. Profile builder instructions can be accessed here.

To set up a new VERA user, in addition to creating a MiLogin account, the required training(s) must be completed, and a certificate obtained.

County & City Clerks: Please view the recorded training. An assessment will be required to receive your training certificate. Instructions will be provided in the webinar. To view the training for local registrar offices, click here.

Hospitals and Licensed Midwives

  1. Complete the Vital Event Registration Application (VERA) Training through the Learning Management System and achieve a score of 80% or higher on the assessment at the end of the training to receive your certificate.
  2. In addition to the training above, hospital birth specialists and licensed midwives must complete the NCHS online course: Applying Best Practices for Reporting Medical and Health Information on Birth Certificates.
    IMPORTANT: An account must be created prior to taking the NCHS course in order to receive a certificate. Click here for NCHS instructions.

For hospital staff and midwives, the certificate of completion, certificate from NCHS, and a security agreement are the required documents. For hospital staff who will be certifying birth certificates, a letter authorizing the user as a certifier from the hospital CEO or President is required. The letter must include all authorized certifiers.

County and City Clerk offices will submit their certificate of completion and security agreement.
